In 1982 Social integration of the disabled was stated by law. Other initiatives on accessibility are:
1. The Design Co-ordinator for all people in Spain, is a co-ordinator that protects the development of the accessible design for one and all.
2. The Fundación ONCE, the Spanish Committee of Representatives of the Disabled and the Ministry of Science and Technology signed a collaboration agreement to guarantee universal accessibility to ICT.
3. The Fundación ONCE and the Ministry of Employment and Social Concerns signed in 2001 an agreement to develop the accessibility of all citizens under the title "Global accessibility program".
There is no specific financing for the purchase of ICT equipment. The social and health services for the elderly either contracted or provided directly by the local public administrations (municipalities) are limited to evaluating what the administration is doing concerning the needs of the person, and depending on this, they are assigned to the available resources (residences, family workers, teleassistance, etc); and on the level of income and wealth of the elderly. Some communities do offer help for purchasing equipment adapted for the disabled. These helps are subject to the official recognition of the disability, its degree and its classification
Apart from the physical barriers, there is the considerable effect of the economic, training and cultural barriers in access to the ICT. It is necessary to advance in achieving more information, training and certain public aid to encourage the use of ICT. The investigation is managed by agreement between private companies, universities, associations and administrations. There is still a scarce relationship between universities and companies.
