There is no legislation or regulation taking into consideration ICT and older people, unless they are disabled or so old and frail that they are in the care sector. Norwegian Pensioners Association in the general assembly of 1998 decided to establish a committee for IT. Lobby groups for older people are the Norwegian Pensioners Association (170 000 members), National Council for elderly people (also elderly councils in most municipalities), Seniornett Norway, an organisation of older Internet users, run www.seniornett.no. The National Council for the Elderly has been active in lobbying the Ministry of Health and social affairs, asking for accessibility to all government information and communications electronic services, and providing easy to understand information about electronic signature. The Council also lobbied the Ministry of trade and commerce where they comment e-Norway's plans to include the needs of disabled people and of older people in the ICT society into their work. They ask for a joint plan for how to include accessibility for all groups with special needs, and ask for the formation of a working group to promote possibilities and interests.
