Due to the low number of inhabitants, history and status of Luxembourg, there is no special Luxembourg ICT and Telecom industry. The penetration of PC's at home is high, as is the ISDN infrastructure. From a commercial and infrastructural perspective, Luxembourg is very capable to realise a National IST market for elderly. Rates of (mobile) telephony are average in Luxembourg. Penetration of PC's at home is high. Luxembourg is ready to introduce IST services successfully.
The wealth of an individual elderly person is high in Luxembourg. Continuous education by 54-64 year old people is low compared to other countries. Related to the high penetration of PC's this could imply knowledge is coming elsewhere, and interest of elderly people in the current supply of IST services can come when the benefits are clear.
