From a commercial and infrastructural perspective, Germany is capable to take up the IST market in a short time.
Costs of telephony are high in Germany. Penetration of PC's at home is below average. The market waits for IST services to be introduced. The market needs investments and purchases of hardware before IST services can be successfully be introduced on a lager scale.
The wealth of an individual elderly person is high in Germany. Continuous education by 54-64 year old people is low compared to other countries. Related to the low penetration of PC's this could imply low knowledge and below average interest of elderly people in the current supply of IST services.
