There is no direct anti-discriminatory legislation in this field in France. A new general law against discrimination in the French society adopted on the 16th of November 2001 (loi 2001-1066 du 16 novembre 2001) specifically includes the mention of age. This fact, in combination with the PAGSI-effort should guarantee equal access for all age-groups in France to ICT. At the same time, there are a number of specific mentions of this equal access for all citizens to ICT made by government-members and -agencies.
The 1975 Disability Act stipulates that measures should be taken to enable every person with a disability to reach the highest possible level of autonomy and social integration and a number of decrees have been established to implement this act.
In France, only those products registered on the "TIPS" list are eligible for either partial or in full reimbursement. AT is either delivered at department level through offices of CPAM (a sub-division of CNAMTS) which is responsible for the lending, purchasing, repair or reprocessing of AT, or purchased from approved retailers. It is important to note that AT which may be regarded as a "comfort aid" rather than "critical aid" is not funded by the public authorities in the context of daily living.
